Missing throwback uniform combo for Tampa Bay Buccaneers in Madden

For Madden games, The Tampa Bay Buccaneers are missing 1 uniform combination they wore in the late 80's, early 90s.  The white jersey/orange pants combination is never available in every Madden game, where as every other jersey/helmet/pants the Bucs have worn is.  Is there a specific reason this uniform combo is never available for Madden games?  Thank you.
