I have found a solution for now it seems. Make a new account on your computer, make it an administrator and run the game on that account. It will load fine
I ran into this problem last night, and I was able to get things working again by removing the "Madden NFL 21" directory from C:\Users\<Your User Name>\AppData\Local\Temp.
You can just do that instead of creating a new user, which would have the same effect. If the AppData directory doesn't appear for you, follow the instructions in another comment to make it visible.
Edit: I now see this is the same suggestion made by @SensusJack , although navigated a different way. Hopefully others find this helpful.
@Linsanity1212 I think so. I use the companion app on a tablet just fine. There might be an interaction between the two in terms of when you need to respond to the captcha. Once in awhile my install on the PC gets wedged on the captcha, but I'm able to delete the Madden temp directory each time and then it goes back to working.
