I have a similar issue with an online connected franchise with a friend. We have the salary cap turned off but I cannot resign any good players due to exceeding the salary cap.
Yeah they told me they are not going to fix this issue right now since there aren't many complaints about it. Sucks! I haven't played Madden for a while as a result of this!
