Try a quick power cycle, that helps clear up in-game issues similar to this. It sounds like there is a possibility of the left analog stick having some wear and tear on it, I've seen this in the past for other games when buttons won't register as the PS4 controllers are sensitive to hard button pushes. It would be great to have tried an extra controller to see if it's related to hardware. Since you've done a reinstall already, this leads me to believe it's hardware related. Any way you can jump into the game on a different PSN ID to see there is any connection to it being account related?

How to power cycle your PS4 console

1. Touch the power button on the front of the PS4 for at least 7 seconds (until the system beeps twice).
2. Turn it back on after 1 minute. Launch the game.
