Is anyone who is having this problem able to go to the improve team tab and sign free agents from there during the regular season?

Figured I would chime in with my experience. I had the same thing happen and went in to the SALARIES screen and sorted the current year and noticed one players seven year salary was crunched in to one year so his hit was 87 mil. I manually edited the contract to what I signed him to and it fixed it (player editor). Hope this helps.

Great call out. Hope we get some others come back claiming this fixed it for them as well.
I am playing the the jags as well and this happened to me. I checked everyone's salary for the current year (as pointed out) and no one had any outrageous cap hits. Sorry but this was not a fix for me.
I will note that I found for multiple teams there was a different mis-communication between the salaries screen and the re-sign page.
Ex: When playing with the colts, the salaries screen showed barely 10mil in cap, but when attempting to resign players it says you have over 70mil to spend.
While it seems like there is a discrepancy with most teams, not all of them resulted in negative funds.
Forgot to add, I also did some other testing and found that it will allow me to sign free agents and trade for players.
When attempting to sign free agents it showed me a number that corresponded with the the 'salaries' screen under 'my team'. I signed a player for 1 yr/2.64 mil. When going back to re-sign page, it was the same negative number as b4, no change in cap space at all.
When trying to make a trade, I traded Green Bay Jamall Williams (HB) for a draft pick, meaning I didn't free any cap by letting go of a player. I only added to my load, and they accepted. When checking back to the re-sign page it remained unchanged.
End note: Playing with Jacksonville, wk3/2019. No other undisclosed transactions.
Having the same problem. Can’t sign no ending contracts .
