I tested several things (certain league/user settings and such) and I found that the only teams who I was able to successfully make a draft pick for were those ones who’s user was designated as the “league owner” when starting the draft. I even tried making the team with the first pick the league owner, making the pick for that team, and then setting the user of the team with the 2nd pick as the league owner. When I tried to make the 2nd pick, it crashed. 

It seems like you can only make picks for the team whose user was the league owner when the draft was started and that’s it.
