Do you have Origin and Madden set as exceptions for your anti-virus?

You've tried a clean boot already, correct?

Glad it worked out. That means there was some type of software conflicting with the download. A clean boot launches the PC with Windows essential software only, so if it happens again you might want to load up 1 program at a time to see what could be causing it.

This is how to Clean Boot. Make sure you follow directions closely to avoid shutting down essential Microsoft programs. It's likely a program running in the background or firewall/anti-virus blocking the download.
