You can do it! If you want to do it in the same room on one console, do the following:

• Create an offline franchise
• After you select your 1st team, change the draft type to fantasy
• Proceed and when you get to main franchise menu where it shows  "Things to do, team, league, options" select Options and User Management
• You'll be able to add more user controlled teams there.
