Reached out to get an answer for you on this. Weather will not be dynamic for online H2H human games, this is not a bug and intended due to avoid technical issues. It also keeps it fair and balanced for online competitive matches (a game with snow could heavily favor a team committed to a running scheme).
When I implied H2H games I should have been a little more clear, I meant any game human vs. human. We've expressed the feedback on this to the team, however since this is not considered a bug and more as feedback we'll see if they plan to make any changes around this in the future. However I want to make it clear that the reason why weather is not available is due to potential technical issues so to set proper expectations, it may not be a feature being added at least any time in the near future.
