Hey there!
This isn't a bug. When you go to customize a match it's always going to be "unranked."
You need to go to quick match for a ranked game so both players are playing under the same settings. The section you sent is a "custom" game which automatically defaults to unranked. All players on the ranked leaderboard have to be playing under the same conditions for it to be fair.
