speed threshold

I need help understanding this properly. Does the speed threshold sliders give players their standard speed being on 50 .. example do players that have 95 speed really run at their speed of 95 and players that have 80 speed run at that speed rating of 80. Or should it be on zero I need a expert to answer, one of the administrators. Thsnks
