Stuttering no matter what i set the graphics to.

Community ManagerI've seen performance issues related to some hardware software luke Synapse. Can you try uninstalling it from your PC just to test to see if we can isolate it to that?
If you have GeForce Experience please optimize Madden through that.
Clean boot your PC, then immediately launch Origin as administrator and launch the game without opening any other programs.
Let me know what the results are.
