Since some people have reported also getting the stuttering on Madden 19 recently, i reinstalled it and for me it was as smooth as ever. So these are likely separate issues...

hey, maybe i found a solution/work around but not able to test it because iam in the office. Do you have time to test it?
"I fixed this by running Madden 20's process in "Realtime" in task manager as well as using Direct X 11." - found on reddit

- 6 years ago@Ronndrak Actually seen and tested that a few hours ago, it wont let me set it to realtime only high and when it does that my entire pc starts to lag/freeze to the point i have to reboot it.

Greetings from germany
Just got into the office and we'll try to track down as much info on this as possible so we can lateral it back to you all.
So far we've seen a couple players fix this by either reinstalling the game or attempting the step above. Please continue to post DxDiag's if you're being affected and any workaround solutions for this while it's being investigated. 👍

DO NOT RUN IN REAL TIME IF YOU CARE ABOUT YOUR PC.
EA should not be recommending this AT ALL.
Taken from a Quora answer.
No. Never do this. Under any circumstances.
......
Realtime priority means that any input the process sends will be processed in real time as far as possible, sacrificing everything else to do so. Since 16>15, it will prioritise running that game’s internal processes over anything including your inputs.
Since people only think about doing this with very CPU-intensive games to start with, if that game locks your CPU utilisation at 100%, none of your commands will reach the computer. Want to kill the game with Task Manager? Too bad - your keyboard is lower priority, and no matter how hard you smash ctrl-alt-delete, your commands will be overridden by your game and nothing will happen.
The only way to save a computer like this is to turn off the computer from the main power switch, and if a real time priority application was set to Startup, the only way to save that system would be to change the setting in Safe Mode.
Lesser versions of the problem at, say, 90-odd% utilisation or intermittent 100%s are recoverable, but would take inordinate amounts of time to do so.
Do NOT use realtime priority for a game. This priority setting is for things more important to keep running than even your keyboard and mouse, and which take very low amounts of CPU-time, applications which are in general completely beyond the scope of a normal end-user’s user experience.
If you must improve CPU allocation for a game, set the game as High and ensure no other process runs at High. Don’t touch the real time setting.
I would love to play this game, since I literally paid hard earned money for it and expect to receive the product I paid for, or compensation for wasted money.
Please find a solution that won't harm our PC's, EA, thanks.
