Stuttering no matter what i set the graphics to

i'm having stuttering and choppy audio in game, the menus work fine most of the time but even they stutter on occasion. I've tried lowering the graphics settings down to the point everything thing is...

@EA_Blueberry hi,i wanted to know is this basically an optimization issue or what?(dont have an extra monitor btw, and got the same problem as everybody else here today, also my pc meets the system requirements)
