Stuttering no matter what i set the graphics to

i'm having stuttering and choppy audio in game, the menus work fine most of the time but even they stutter on occasion. I've tried lowering the graphics settings down to the point everything thing is...

I am experiencing choppy game play. Everything is fine until i hike the ball and players begin to run. 

I am running the following; 

I5 7600k 

RX480 AMD Graphics

16GB Ram
