If you haven't already can you also try rebuilding the database on your PS4 as well to see if that helps at all? First start up the PS4 in Safe Mode. You should see an option to rebuild the database in the Safe Mode menu.

I did the data rebuild as well. I tried all the tips from when you had this issue with 2020. To be clear, this is the ONLY game that it happens on and I play all the time. I played both Ghost of Ts and NBA2k21 today without any issue.
I was able to determine that if I wait to start the kick meter until the crowd fully stands up and starts their animation, the lag doesn't happen quite as frequently but several times a half. I assume this is allowing the processor load from the crowd animated to complete.
It happens normally on kicks and when trying to select audibles right after huddle breaks.It will still happen any time transition animations have to load.
Is there an update here?
