Stuttering PS4Pro - Making games nearly unplayable

Whether it’s on or offline franchise, when I run around the field with a player he hesitates/lags/stutters. I.e. Playing and a Safety, trying to run up to the line of scrimmage before the ball is hiked and my player doesn’t move or if he does he just stutters a couple steps. Same if I am a CB and try covering a receiver, the player lags/stutters and doesn’t move or moves slowly and I end up getting burned. It happened to me in Madden 20 as well. Idk why it keeps happening.
