Why can't we utilize the xp sliders in offline franchise mode?

EA tech support provided absolutely no real help on the issue. My game and PS3 are running the most recent versions of software yet I am still unable to find the XP sliders in either online OR offline mode.
So frustrated.

Also, I am not even sure where the XP sliders are supposed to be. Can someone please post the menu they're under?
