Two of the best players in the NFL and they are not even in a legends card or any card for that matter, yet respectfully dominate in there field during their time in the NFL. So why are they not on a card?

The team could have plans for specific players throughout the NFL season for upcoming promotions or in some cases, it may be due to not getting the rights from the players to use their likeness in the game.
Well to get permission on Lyle Alzado you would ask his Estate and maybe EA sports should look into it, plus I wasn't picking Madden 19 or 20 but all Madden NFL games.EA sports needs to look into adding
more NFL legends to their Madden list.
