Xbox Live Membership Limitation Error (Converted from trial to deluxe version)

We converted from a trial edition, which worked fine, to the deluxe version last night and now draft champions reports "An Xbox Live Membership limitation does not allow you to use this feature."  I have tried every "solved" issue here, from deleting old games to setting things to Adult.  Every account is set to "Adult," every setting is identical, some accounts work, some do not.

What settings - exactly - in Xbox parental controls, besides "adult" - need to be set to make this work?  

No pun intended but this is maddening.
