Update, I believe the answer is yes. I now have 96 OVR Percy Harvin KR and 96 OVR Percy Harvin PR in my active starting lineup.
Too bad they aren't much better than the 75 OVR Tiquan Underwood PR and 75 OVR Benny Cunningham KR that came with my starter set. Methinks special team play could use some updating.
