It's because they changed it up from the last games. Remember, they were on console and not just PC.

What is your meaning? The last games had functional kb&m interfaces. This one does not. It was designed from the ground up for a controller and keyboard support was slapped on without any regard for making sense.
You don't even need to be an insider to see that. Just open your map screen. There is a button to "SET A WAYPOINT" ... like ... you point your mouse where you wanna set it and then you click the button ... yeah that ain't working, because it's meant to be used with a thumbstick to aim and a controller button to press. The only possible way to use this feature while plaing with kb/m is by using the keyboard shortcut, but then why is it a clickable button in the first place. Or maybe BW developers think PC gamers use two mice now, one for aiming and one for clicking. XD
There are many examples of this obvious gamepad design. For instance the multiplayer menus with the buttons at the bottom that keep changing positions, or in singleplayer when you wanna remove mods from a weapon without unequipping it you can't do it with the mouse either. Or moving your cursor when scanning a planet, wich is obviously designed for an analog stick (other games offer a hold-button-and-drag mechanic for this kind of movement and mouse interface).
