Cannot level up multiplayer to maximun?

Working as intended.
You can't fully spec in multiplayer, you have to make a choice (e.g. 6,6,1,6,6 or 6,6,4,4,6).
That's pretty much how it worked in ME3 multiplayer, that's how it works here.
Also note, you must have the level X card for that character to earn the maximum possible skill points too. A level 20 💡 will be missing some points vs an (X). Which means level 20 UR characters will be difficult to fully spec to X.
