can't issue orders or select powers

Whenever I bring up the shift power menu, I can drag and drop things into my hotkey bar, however I can't select any powers or even change my weapon via this menu. So I have to scroll through my weapo...

    You're on a PC?

    If so did you tried to repair the game. (in Origin > Game Library > right click ME3 > Repair)

After doing some more searching I realized that alt+tab messes up the menu for some reason, reloading after any save fixes it.
