Agreed, it's normal and it's annoying. I'm using the Mass Effect 3 N7 Collector's Edition and from what I can understand from the scripting the first "Checking Downloadable Content" is for the paid DLC and the second is for the free DLC (which is why the check is much shorter).
I used to fail the 2nd check and get Omega and Multiplayer Pack 4 as failed. One is paid, the other is Free.
Either the theory that the checks are for Paid/Free is invalid, unless any error messages from the first do not appear until after the 2nd check.
Whichever it is, it really shouldn't be like that. For those that are not technical enough to understand what is going on 'under the hood' as it were, it can be somewhat annoying and frustrating.
