Citadel DLC Glitch Can't Distract 2nd sent of guards

Citadel DLC question

I am at the Casino stage and I can't seem to distract the guards at the second checkpoint.  When I hover over the guard it doesn't give the "distract" icon and if I press "Q" on my PC nothing happens.  I am able to distract the first guard just fine.

Tried reloading and re-starting the casino machine, neither with success.
