cora could always be lying, as she would need a cover story. as to cerberus... they've always been about advancing humanity at any cost, it doesn't seem far fetched for TIM to support a project to get 25000 humans out of the reaper blast zone, even if it meant he'd be saving 75000 aliens, and he's not xenophobic he was dating asari after all thanx to LotSB (though i guess they're basically just blue human women ). as to why he wouldn't start his own project? time was short, and there was a project already in the works, perhaps he would have liked to start his own initiative, but perhaps he knew there wasn't enough time to start one from scratch?
