Try to run EA app as Administrator.
Same error

Go to your "...\Mass Effect 3\__Installer\directx\redist" folder.
Delete all files with a "*.cab" file extension. (Only the files with a "*.cab" file extension.)
Run the "DXSETUP.exe" from the same folder as Administrator (right click the "DXSETUP.exe" > Run as Administrator.
Restart your PC > Test.

So I've tried this fix before and it didn't work; but I'm willing to give it another try. Before I do, though: should I cancel the current installation that is failing and retry the whole download, or should it be fine just hitting the 'retry' button and seeing if it will work? Or both?
I guess this question applies to the previous suggestion, as well all future attempts. I'll cancel the install and try the administrator privs for the EA app with a fresh download while I wait for a reply. Will update with results.
EDIT: Same error after cancelling the the installation, running the EA app as an administrator, and trying to download it again. I'll go ahead and start try your latest suggestion both ways as well.
EDIT2: Deleting the .cab files, running the DX setup, restarting computer, then trying to resume the download did not help. Same error occured. Going to try a fresh download as an administrator. Will update again after this next test.
EDIT3: Same result even after doing the whole process again as an administrator the entire way.

- Create a DxDiag in text file format and post it with your next reply. You can do that with the "Choose file" button at the bottom right corner of the reply window.
- Go to your Mass Effect game directory and then to the "__Installer" folder (Standardly: "C:\Program Files\EA Games\Mass Effect 3\__Installer\) and upload the "InstallLog.txt" as well.
- Hit Windows key and X.
Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” or "Windows Terminal (Administrator)", whichever option is offered.
Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Checkhealth” without quotes. > ENTER.
If errors are found, notify us. If no errors were found reaped steps 1 & 2.
Inside the PowerShell or CMD, enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes. > ENTER.
The system will start validating soon. If it throws an error, please list it here.
After it reaches 100%, hit Windows key and X again.
Again, choose “PowerShell (Administrator)” or “Command Prompt (Administrator)”
Inside the PowerShell or CMD, enter “sfc /scannow” without quotes. >ENTER.
Post the message you receive at the end of the processes here.
