Hacking mini-game not working on ME2 for PS3

I'm quite deep into ME2 already, and the hacking mini-game has never worked for me.  The mini-game starts yet my green cursor in the center of the screen won't move to any other columns or move further down the center column.  The left controller stick and the d-pad have no effect, my X button has no effect.  I am able to hit the O-button to exit the mini-game.  So far I'd only come across this mini game in non-story related events, until tonight when I've reached the Horizon mission and you need to perform this minigame to activate the targeting alignment.  I have no way to pass the hack and fear there's no way to continue with the story.  I've found no other users online having this issue.  Anyone else have this issue and found a resolve? 

I've deleted and reinstalled the game data and still had the same issue.  Deleted the DLC/1.04 patch file, keeping the disc data file, and still have the same issue.  Started a new game without importing my ME1 character, got to the first hacking game when recruiting Mordin, still having same issue.
