You stretch a bit on those. Reyes doesn't torture someone, one of his guys does to try and recover one of their lost operatives (who was already killed during being tortured by the Outcasts). No one ever said the Collective was nice, just that they weren't as nasty as the Outcasts.
Sloane condones beating up people that can't pay her ever rising protection costs, dumps them out into a place that most of them won't survive and they don't even have the most basic survival supplies.
Reyes may have used the Roakar murders, but he did deal with it unlike Sloane.
there's a big difference between taxes and protection money, taxes are based off of percentages usually from a person's worth or earnings, where as sloane's fees are flat and ever increasing, and some people here have said that the exiles are all blood thirsty killers who were actively involved in the nexus uprising, this actually isn't the case, quite a few exiles were barely involved, and not really by choice, and it seems quite a few of those people were kicked off of sloane's oversized hill.
i don't really trust reyes, but i find him far more palatable than sloane in almost any regard. and i'm not found of being forced to have her back in that meeting, even after being pretty clear about my dislike of her and her outcasts thugs. and honestly the entire time i was on kadara i was looking for a way to off her without starting a war with the exiles, or a bloody power vacuum.

Where did we find out what Sloane's fees were, whether they are flat, straight proportional, or graduated proportional, and if they are being hiked up?

Where did we find out what Sloane's fees were, whether they are flat, straight proportional, or graduated proportional, and if they are being hiked up?
it's kind of obvious that it's a fixed number when you just talk with or simply listen to people, and a bit of reading maybe a requirement too, that stuff is basically just floating about. as to it being hiked up, a few people mention that their fees keep increasing, and that's not implied, it's clearly stated.

It is a flat fee (a couple of new Outcast members get reprimanded for charging more *and* less) but it does go up (the bartender at Kralla's complains about it). I just landed on the planet last night and played with the different conversation (trying to deal with Sloan's stuff first). Even doing her clean up with the Kett, she treats you like *.
