Indoctrination and the illusive man

Question

Just for confirmation, while Shepard and Anderson are hanging with illusive in the citadel, is it the reapers controlling illusive who is controlling shep and big A, or is it just illusive using his power of reaper control to manipulate sheppy and the admiral?

The Illusive Man is under control of the Reapers, but he can still think for himself to certain point. He can't control the Reapers, because the Reapers are already controlling him. I think he was able to control a little bit of the power since he wasn't being fully controlled by the Reapers, so it was him controlling Shepard and Anderson.
