It is a bit of a challenge, but in most of the areas, you can handle the problems. Heat lamps and interior areas refill your life support. You could also use one of your consummable slots with the life support booster and boost your life support when you get low.
The main issue behind most of the sites on voeld though is that they really wanted to keep the environment more harsh so that you might finish the vault first and then explore. But it was far too easy, and almost encouraged with the placement of everything to find everything before you bother with the vault. They attempted to give you a reason to not explore in a game where the whole point of the open areas is exploration.
