There is enough space on your hard drive?
You could try to download and install the DLCs manually, from the side @Fred_vdp linked.
If you don't want to do that, follow this guide to uninstall Origin. (Scroll down to "How to uninstall the Origin client the hard way"
Reboot > download Origin from here > Run the "OriginSetup.exe" as an Administrator (Right click the "OriginSetup.exe" > Run as an Administrator) > reboot > Test.
I've already tried to download them manually, this unfortunately caused an issue with the game which forced me to uninstall it, I also have plenty of space on my hard drive still to download these DLC and i've already uninstalled and re-installed Origin.

yes, I saw that you already reinstallaled, but there is a big difference between a normal reinstallation and a clean reinstallation.
Did you cleaned your Windows Registry after you uninstalled Origin the first time?

Hi @UNSC_InfinityII,
When you open 'Extra content' tab in Origin, and you scroll to one of those DLCs in there, what option does Origin offer you? You mention downloading or installing is not possible, what does the orange button say instead?

Does it say 'Installed' above the 'Details' button even if the content was not installed and doesn't show up inside the game?

I had my head in the clouds when I first read it, another thread reminded me of it.
What error with the game did occurred after the manual installation?
Try the installation again, then repair the game. (in Origin > Game Library > right click ME2 > Repair) > test.
