[PC] Achievements, bonus powers and mineral resources locked

I've beaten the game with several characters, and I've at least two complete playthroghs with LE.

Now I've started another playthrough of ME2, and most achievements are locked, no bonus powers are available and mineral resources are at minimum - it's like I'm playing for the first time. How do I get my achievements and the rest of it back?
