This is not possible, as those are two differen platforms and you have to buy the DLC with Microsoft points on Xbox, so EA/BioWare can't just give it to you.
Where have you heard of such cases?

That seems like a bit of a rip-off to me. She has linked her accounts, and the galactic readiness meter on her 360 game is at 96% which has carried over from the Origin version of the game, despite the fact that none of her DLC purchases or multiplayer unlocks have done the same.
The cases I'm referring to are from various forum posts on the internet, particularly this one on the Bioware Social Network forums where people who wanted to change what consoles they were playing Mass Effect 2 on had to complain to customer represenatives in order to get the DLC they had purchased unlocked cross-platform.
I don't understand why allowing people cross-platform access to DLC they had already purchased for Mass Effect 2 is so different from allowing the same thing on Mass Effect 3.
