Permanent Washed out Desktop help.

If you have minimized the legendary edition while playing you will notice that it leaves the screen washed out while playing. Closing the game causes this to return to normal. I assume it temporarily changes some settings somewhere for the games graphics. My issue is that while playing Mass Effect 3 i had a power fluctuation in my house. My computer turned off and rebooted however the display is all washed out like when you minimize the game. I have tried rebooting my pc (Windows 10) and playing mass effect 3 and closing it to fix the issue however it did not help. Can anyone help me I'm at a loss.
