The weapons locker is in the shuttle bay; it's the work station to your left (not the one on the right -- that's just for show) when you "exit" the elevator.
I went to the weapon bench in the shuttle bay and could not find them. Ea told me they sent them, I got an email in the game about it, Another point I went back and paid for the DLC Project Overlord for Mass Effect 2 and played it. I then played Mass Effect 3 over again so I could get the 3 items from David Archer, but he never showed up in the side mission Grissom Academy Investigation.

After you played Project Overlord, did you then import that save when you started ME3?
As far as I know, that is the only way to unlock the Project Overlord stuff in ME3, is through importing a saved game with them.
There are also saved game editors for the PC.
As for the Reckoner Knight and Chakram Launcher, I found those in a few places:
Anytime the weapon selection screens show up, I can scroll through the Assault Rifles to find the Chakram Launcher, and any character that has access to Assault Rifles can equip it.
In Shephard's Cabin and the Shuttle Bay are Armor Kiosks, you can change the type of armor to find the Reckoner Knight.
I only found it useful in the beginning when all your N7 gear you have available increases Health, and you haven't had a chance to modify it yet.
I do not know to to import a saved to MS3 on the xbox 360
