The ME-series is (almost) completely un-moddable.
This is a complaint/game feature (take your pick) since day-one. The targeting mechanism is "working as intended", so suck it up Shepard!
[EDIT: See SD's link below. While such a mod was made 18 months ago, the very small number of downloads and one comment asking for a more visible one indicates just how hard this is and how little difference the change makes.]
