This could be an error message tied to SecuROM. Mass Effect has copy protection which works with an online check. DRM like this in general is controversial because of the problem you showed: Servers will eventually go down.
I think Mass Effect 1 may be old enough that product keys didn't always register to Origin (or the EA Download Manager as it was called back then). If the SecuROM server is down, you have a faulty product. I recommend talking to EA support and asking them to help you register this copy to your Origin account, assuming this isn't a used copy. If it's a used copy, there's not much you can do since PC games are generally non-transferable.
