Second XBox user online pass access

Just downloaded Citadel dlc. I can get it to work on my login but my husband can't on his. All other dlc and online access worked fine for him last year, but now we get message saying we need online account. Any suggestions? We've already redownloaded online pass under my account. And dlc still doesn't work on his login.
