Do you mean maxiing out skills or icon. I have a Rim Protector and have not reached all my skills yet but, I got my evolution icon to the Max. Maybe you can only do one icon at a time. I haven't done the the Mountain icon even though it kept bugging me to do so after reaching levels to allow me to switch. I just kept saying no and doing Evolution. After I get my regular skills will see if Mountain progresses but I like Evolution for the Three Pointers. Maybe once your skill points max out you don't get no more for Icon but, they are totally different progression tabs. One is for your skills and the other Icon, which live 18 did not have.
I had a situation in Live 18 where I had one extra skill point but, could not use it because I was maxed out on 99. Never did reach 100. Never saw anyone else at 100 only 99 on Live 18. Never finish career that why I didn't see 100 don't know.
Try doing some live events and the one against ai. Maybe it just takes longer to get the points as you reach the higher tiers in icon. Take a screens shot of your xp in edit player where you see icon bar then play a game or two. Make some blocks or stuff your character is built for and then compare your screen shot with current xp points on the icon side, left of screen, bottom progress bar on edit player menu.

I mean the yellow skill points. You get them for leveling up but I’m at XP level 100 now so my character no longer levels up. I remember having 1 point left and being maxed out in Live 18 but in Live 19 I’m at XP Level 100 (Experience level 100 not rating of 100) so I can’t level up and get Skill Points anymore and my character is still 8 points away from maxing out. I need to upgrade inside shot and post defense yet.
I'm not there yet since I have post moves and post defense to max out. Maybe this can be fixed with a patch. I usually evenly upgrade my skill points to avoid over doing one so that you don't get capped out on others. My dunk is 95 but my lower ones only reach level 85. I did not do the Icon of Mountain just Evolotion at Max 300,000 so maybe that prevented me from reaching 100 and continue to get points for my skills like dunk block, rebound, post moves and defense. I'm at overall 91.
Having troubleshooting with your problem. Is it the Icon Upgrade or Skill Points like dunk, block, rebound, post moves defense?
Sorry I can't be more helpful but, in my experience if this happens I make a backup of what you got on USB and store it then make a new character and start from scratch avoiding leveling both Icon Upgrade just do either Mountain or Evolution and then continue to apply skill points to your dunks, block, rebound, etc. Once you get this far of maxing out your skill points and your Icon just one of them then proceed to do the other remaining Icon Upgrade.This is just my opinion and not fully proven but I think that the game might just lock you out like it has if you try to do to much at once. I might end up the same or it could be address with a patch. Thank you for attention to this matter, this is how we get to the root of Live 19 issues that affect many players.
