Check the forum for his post. It didn't fix my issue but it might fix yours 

Let me see if I can copy and paste the fix 

t has to be some sort of Bug. Try clearing your reserved space first. Let the game update then go to Live Run and test connection. If that doesn't work, then do as I did. Do a full Uninstall and Reinstall. Next clear your reserved space. Load up the game, wait through updates and then go into Live Run and test your connection. This fixed my issues and I can now go into public matches and create Private ones.

are u still able to create private lobbies? Or it only let u create a private lobby once after reinstalling it

I can only creatw a private lobby after multiple attempts or after changing characters and then changing it back to the original character and trying again 

Today I haven't been able to create one or join a public one at all. Usually I can get in after multiple tries but today it's just not happening

Still can't create a lobby without multiple attempts and restarting the game
