AI can't function if user not touching controller

This normally happens on lower difficulty levels. Try changing it to All-Star or Superstar and see if they play more actively. This behavior has been in the game for a few years at least.

    @EA_Aljo I play it in all-star difficulty at all times. So that would not be the case.

      Thanks for the feedback. The best advice I can give for this is to move your player. If you're more interested in watching 2 CPU teams play, I believe you can just not select a side to make this happen.

      Edit: To add to this, at the beginning of the game, the score is tied. The AI players don't have the same sense of urgency as if they were down by a goal in the 3rd, for example. Regardless, just actually playing the game will have them reacting.
