We also get some serious stuttering lag or fatman lag once every other game, still the ping is flat 9ms. It’s like the servers can’t handle the load or something.

HUT servers are awful and have been since NHL 21. Input lag is very noticeable which causes the "fatman" effect.
I almost exclusively play Online Versus for this very reason. I only play HUT if I want to just screw around since it doesn't really matter since there are no stats recorded or leaderboards.
HUT it will say I have 15ms ping or 30ms ping with no bumps in the connection but it will feel like an Online Versus connection that is at least 130+ms ping. I don't even bother accepting games in OV that are over 100ms ping as it's not competitive.

Anecdotally, we've noticed a significant improvement since the addition of the North-North Central Server. At least I think that was one of the locations added in '23.
Might be worth it to determine what server location is best for the majority of your teammates and go from there.

Trust me, military grade internet isn't that good.. they have allot of problems.. I would know.. haha
