I'm also having issues with the Elite 2 controller. Same issue as last year.
It seems that it's easily reproducible after playing the game and you put the console to sleep for a bit, come back (e.g. next day) and fire up the game again. Even closing the game instead of the Xbox quick resume doesn't seem to fix it.
Seems like the issue is when the controller is reconnecting back after sleep, the game thinks it's another controller connecting. Usually I'd see Player 1 and 2 (red and blue) available on the screen but my controller is selected as Player 3 (green).
Fix in the past has been to shut the console down altogether and then reconnect the controller upon starting up. Not always consistent of a fix which is pretty frustrating. I have a feeling NHL 23 is reusing code from NHL 22 so I'll see if I can do that fix tomorrow.
Update: able to reproduce the problem and come up with a fairly consistent fix. Which sort of points to the problem already (surprised the devs haven't figured this out?)
Fix (seems to work for me - need more testing to see how consistent)
1. Restart of console (not "turn off console". It seems that the XB Series X "turn off console" is more of a sleep mode unless you actually pull the power plug)
2. Start NHL 23
3. In the game, when it comes to the controller selection, resync the controller (press the connect button on the console and controller).
4. After resyncing, your controller is finally the red controller.
I did this last year for NHL 22 and it seemed to work. So I'm pretty certain it's the devs reusing code.
EA, please make it a priority to patch the game for the controller issue! It's been over a year already!
Edit: for Devs, I have the latest game updates, latest firmware, latest console updates. Everything's been updated. Every other game works fine EXCEPT NHL 22 and NHL 23. No problem on other EA games using Frostbite either (e.g. Battlefield 2042) - I don't have FIFA or Madden so I can't check either.

@echoninerzero resync.. i have to try that later
Edit to add: that resync helps, thanks for that. but playing with 2 controllers on red and blue will cause blackscreen sometimes and both are not vibrating... never had that kind of issues in 2k games. its crazy
Update: now tested again just with one controller on blue, no vibration... i dont know... i don´t get it...

I've never tried it with two controllers. I only have one Elite Controller 2.
I was able to reproduce the problem where I did the whole restart + resync fix, then I turn off the console, then turn it back on with quick resume. It switches me then to blue controller and vibration is gone.
At least for one controller, the consistent fix is doing the restarts + resync and that forces it to select the main controller (red). It'll start showing up blue and green for me after the resync which might also be part of the problem in the code. (Seems like it detects there are other controllers present?)
For the Devs reading, it doesn't seem to be quick resume as the issue because I can restart the console, then go back into the game with quick resume, resync and it seems to work. It seems like the restarting clears some sort of memory cache for the controller and then resyncing forces it to be cleared.
