Steps: How can we find the bug ourselves? In Franchise mode, create a new team (expansion). When completed, select the team you created and look at the budget.
What happens when the bug occurs? The newly created expansion team allows a small operating budget. This bug has been happening since NHL 22 when Seattle Kraken was introduced to the game.
What do you expect to see? The newly created expansion team allows an operating budget comparable to current NHL Teams.

When you create a new team in franchise mode, the expansion team only allows a small operating budget. This bug has been happening since NHL 22 when Seattle Kraken was introduced to the game. Therefore, the budget is completely used before the end of the season. This bug didn't happen with Vegas Golden Knights. Even Arizona Coyotes don't have such a small budget.
