I never had these issues before NHL 22 -- on the new engine. For some reason it worked okay for the first few months of 22. So far not so good for 23.
If it were simply online -- with my 20 ping feeling like 200, despite hardwired GB internet -- I might be less worried than it being offline too. Because logic says hardware, but I have tried 3 different Xboxs, with each factory reset a plethora of times; 5 HDMI cables; 2 gaming monitors (both worked and work fine otherwise); a new modem; a handful of controllers of different brands and wired in/wireless. It seems an impossibility that Offline Free Skate could have input delay given this -- or not even just delay, but like it simply does not register. Hence me moving my stick causing my player to stop instead of turn.
The only thing I can fathom is NHL22 and 23 is causing me some sort of Xbox bug. I remember reading Apex had a bug this summer on Xbox Series X/S with input lag, where it actually affected other games on the Xbox. Hence a brand new Xbox playing NHL properly for only the first night back in July. Maybe it's a problem with Quick Resume -- I always close my app, but if you notice, the main menu will still show you the most recent game mode, so there's something still there in short term memory. But I'm convinced it's software.

@HYDEEZY I don't think I initially started with a new account on a new Xbox. But I have factory reset and THEN started with a new account. Same deal.
I've spent an obscene amount of time testing everything, and one thing that has stuck with me is the game when deleting and re-downloading (along with deleting all saved data, not just the game file).
I play a lot of MLB: The Show (no issues), and when I delete and re-download that, it takes me back to the initial start-up screen where I have to do all the settings. Meanwhile, the VERY first time you load up NHL22/23, as anyone knows, there's an initial menu scroll, talking about X-Factors and whatnot, then the settings menu. Now stick with me: when I delete the game and all data and re-download it (I tested this with NHL23 this afternoon too).......it takes you back to the main menu, shows what mode you "Last Played," and your settings remain what they were. Despite totally deleting all game data.
As I said, I'm convinced it's a game bug -- something with Quick Resume, cloud data, short term memory on the Xbox -- and something like this, where you can't actually reboot the game from scratch, furthers my point. Especially in light of a brand new Xbox in July working fine with my NHL game for only the first time.
