I definitely get that, but then the puck would just sit there if nobody won it. An AI player would probably try to pick it up in that case and then they wouldn't be moving. Realistically though, the chances of both players putting down there controllers is really low. The person actively taking the faceoff is always going to win if the other doesn't touch their controller. Again, the only way someone not touching their controller is if both players don't take the faceoff. Ratings then decide who wins it.

The puck would never just sit there, worst case scenario, one of the wingers would come in and try to take it. The only thing ratings should impact are your chances having a better shot at winning the faceoff. I get that the percentage of both players not being at their controller at the same time is very low, which reinforces why if you're not at your controller you shouldn't be winning a faceoff. Someone shouldn't be rewarded by their rating because they weren't paying attention.
