I have the same problem, when I play NHL22 it only shows the “Change accessibility settings” banner. No option to purchase NHL23 from the NHL22 menu.
We're currently looking in to this. When I have an update, I'll relay that here.

I do not have an update on this yet. The best I can advise is to keep checking NHL 22 for the discount screen. I know this is still being investigated.

I would advise contacting Sony/Microsoft chat support - Their hands will most likely be tied due it being an EA specific discount but I've met a couple agents who went above and beyond to work something out - Just be sure to provide as much information as possible.
These types of discount issues date back to at least Battlefield V pre-release (roughly 2017).
NHL usually goes on steep discount right before Christmas so it could be worth it to wait for that (we don't know how well the crossplay launch is going to go, afterall)

The link is now updated on nhl22, unfortunately it doesn't work for me as I didn't have a ps5 last year at this time and have the ps4 version of NHL22. I can only get the discount on the ps4 version of NHL23 it seems, why would I own a ps5 and buy the ps4 version. I guess I will have to wait until the christams or blackfriday sale to get the ps5 version. Hopefully you have better luck flemino13.
