The exact opposite happened to me. My RFA player was given an offer sheet of over 10m. I wanted the draft picks so I waited the 6 days. When it came the notification came up that with the low salary offered I wouldn’t get compensation. This was on ps4
I did a bug report about the opposite (not getting compensation), issue is both ways
It’s supposed to be fixed in update 1.3
